Suggestions.
1. The attacking team can choose a lineout, when awarded a scrum.
2. No long arm penalties for collapsing scrums . Instead , a tap-and run kick taken five meters towards the offenders’ line.
3. No long arm penalty for unintentional off-side handling of the ball. Instead scrum/lineout, or tap and run.
4. Try = 5 points, conversion = 3 points, penalty =1 point.
5. Each side alternately allowed 10 uncontested phases within five minutes. No more specialist fetchers and grey areas
for refs. to judge at breakdowns. Rugby league has a tame, boring version of this feature. 15 man rugby can draw in
defenders with pickup and go charges at the breakdowns but the attacking side is gauranteed 10 quick balls as soon as the rucks become static. Why alternate ? So that you can do away with the specialist fetchers.Granted without fetchers there will be no urgency and one side will have endless possession. Boring falling down in little heaps. We want clever, skilful running ,skilful offloads. You have ten phases to score tries. Then its the turn of your opponents.
6.To prevent the winning side playing down the clock, the losing side has the ball for the last 5 minutes.
